MSDE Application for Child Care Incentive Grant


The Child Care Quality Incentive Grant Program supports projects that improve the professionalism and quality of child care programs. The program also supports initiatives that improve children's school readiness.

The Child Care Quality Incentive Grant Program awards funds to:

  • Child Care Centers and

  • Family Child Care Providers

Centers and Providers are encouraged to purchase approved items that create or enhance stimulating learning environments that help children develop:

  • Physically,

  • Socially,

  • Emotionally, and

  • Cognitively.

Licensed Child Care Centers and registered Family Child Care Providers are eligible for a Quality Incentive Grant award once every three (3) years, as long as funding is available.

Eligible items are limited to those supplies, materials and equipment that enhance the quality of child care. All materials must be age appropriate, zero to six. Some examples are:

  • Balls and jump ropes;

  • Math games;

  • Train sets;

  • Desktop computer;

  • Musical instrument sets;

  • Paint set accessories; and

  • Play kitchen, food, pots/pans, utensils.

Within 60 Days of receiving an award centers and providers shall submit receipts for all equipment, supplies, and materials purchased with the award.

Ineligible items include, but are not limited to, any item required as part of the licensing process, including any item eligible for funding under the Family Child Care Provider Direct Grant Fund Award program. Some examples  are:

  • Criminal background checks;

  • All repairs, renovations;

  • Rugs & carpeting;

  • Clothing, jewelry; and

  • Baby walkers.

Centers and providers may be INELIGIBLE if:

  1. Subject to pending or ongoing regulatory action.

  2. Monies are owed to the State.

Applications are reviewed quarterly and the deadlines to apply for a quarterly review cycle are: September 30; December 31; March 31; June 30

Review the steps - read carefully

  1. Fill out the grant application form completely.
    • One application must be provided for each child care facility when provider(s) operate/own multiple sites. FEIN/SSN identification must be provided per site to qualify for multiple awards.
    • Itemize all supplies, materials, and equipment that you propose purchasing. Include the cost of each.
    • Provide a description of how you will use each item to improve/enhance the quality of care for the children. The description of how you will use each item is a critically important consideration in the ranking of applications.
  2. Attach required documentation
    • Current Family Child Care Registration or Child Care Center License;
    • IRS Form W-9 ;
    • Current Maryland Child Care Credential or Accreditation Certificate(s).
    • Current Maryland EXCELS certificate; and
    • Copy of current curriculum which aligns with the standards established by the Kindergarten Readiness and Early Learning Assessment (ELA) guidelines.

What Happens After Submission

  1. Review

    The Office of Child Care - Workforce Advancement Branch will accept applications for the Child Care Quality Incentive Grant Program quarterly.

  2. Rewards Distributed

    Grants are awarded quarterly (in the months of January, April, July, and October) as long as funding is available.

  3. Applicants Notified

    Applicants will be notified in writing whether their application has been approved or disapproved. Child Care Providers are eligible for a Grant Award once every three years.

  4. Grant Award Document

    Applicants will receive grant award documents to be reviewed, signed, and uploaded to website.

  5. Grant Award Distributed
  6. Receipts Submitted

    Within 60 days of receiving the Grant Award, applicant must upload receipts
