Recreational Trails Grant Application

The Recreational Trails Program (RTP) supports the maintenance and construction of motorized and non-motorized land and water trails in Maryland.

Administered by the Maryland Department of Transportation State Highway Administration (MDOT SHA), this program is a reimbursable grant program that matches federal funds with local funds or in-kind contributions to implement trail projects. Projects can be sponsored by a government entity or a non-profit agency. Federal funds administered by the MDOT SHA are available for up to 80% of the project cost, matched by at least 20% funding from the project sponsor.


Eligible trail project activities include:

-construction of new trails

-maintenance and restoration of trails

-development and rehabilitation of trailside and trailhead facilities

-lease of trail construction and maintenance equipment

-acquisition of easements and property for recreational trails 

-assessment of trail conditions for accessibility and maintenance

Review the steps - read carefully

  1. Submit one application for each project scope.
  2. Establish that your project is eligible for funding by determining its qualifying category.
  3. Ensure that your project costs fall within the minimum award amount of $20,000 and maximum award amount of $80,000. (Note: consideration will be given to larger requests for new trail construction projects).
  4. Shovel-ready projects are preferred.

  5. Preliminary review will be provided for those applications submitted prior to April 15, 2021

What Happens After Submission

Read carefully

  1. All applications are reviewed by the RTP manager and the RTP advisory committee. Recommendations are made to the Director of the MDOT SHA Office of Planning and Preliminary Engineering for final approval.

  2. Applicants receive written notification of award and denial by email.
