[Testing] A RFI Form Details

The purpose of this form is test that an applicant can receive a request for more information. Currently, there is an issue where an admin can leave a comment, but the applicant does not see this comment on their application.

The goal of this form is to see if a comment left by admin is visible to an applicant on their returned application.
